I know what you mean, Icy. The same thing happened to my sister. I made her fight to get her money back. In the UK, the banks do that, but it's actually illegal.
The thing to always do, is threaten to take them to small claims court and always bill them for the time they make you waste, getting that money back. That usually does the trick.
Getting caught by this trick is very costly! Some banks even charge a daily penalty until you set things straight. I now have overdraft protection.
